The programme is operating within the framework of the Ghana Decentralisation Programme, while at the same time advocating for increased focus in participation of civil society and citizens at large.
As an integral part of the programme set-up a Monitoring and Evaluation (M&E) team has been established. The role of the M&E team is to once a year support the programme in monitoring programme progress and make informed adjustments to programme strategy and activities. The aim of the monitoring is dual, namely to:
· Support learning processes in the Programme and in partner organisation - learning and reflection will form the basis for programme development.
· Document achievements by the programme and partners in respect of fulfilling programme objectives
The M&E team will provide the programme with a written M&E report based on observations of programme progress
The programme team consist of Ghanaian and international resource people with experience from support for public participation in local governance.
The M&E team has initiated the development of a monitoring system, which will enable the programme to document programme achievements. The system is based on a combination of conventional indicator based monitoring with a more process-oriented approach based on the Most Significant Change approach.
In view of the rationale behind the Ibis Organisational Performance System(OPS) the yearly PPLG partner meeting is jointly assessing the outcome of programme activities. Also a M&E team consisting of PPLG staff, partners and representatives from the targeted groups is twice a year monitoring programme progress in the respective sub-programme areas. |
