The programme is operating with three different types of primary partners with distinctly different roles. They are;

• Local government structures that are essential in providing an enabling environment for public participation – the strategic focus of the programme is exclusively on support for democratisation and participation.
• District CSO actors – who are playing a strategic role as agents for public participation and popular pressure and control.
• National NGOs working on national advocacy and serving as a resource for district activities.
• National Network engaged in exchange and advocacy issues related to decentralisation and governance.
